Policy
New Challenges, New Chances, published by BIS in December 2011, provides the policy context for the Community Learning reforms being introduced in 2013/14 (see pages 13 and 14.)
The Agency’s letters to Community Learning providers in February 2013 set out both the policy drivers and their expectations of providers in receipt of Community Learning budgets. There are two versions of the letter - one for Community Learning Trust pilots and the other for all other Community Learning providers.

The 2013/14 Skills Funding Statement published by the Agency in December 2012 sets out the requirements for providers in receipt of Community Learning budgets. Pages 13 -14 refer specifically to Community Learning provision.
