Director of Policy and Research
Tony has more than fifteen years’ experience of employment and skills research, policy and programme management. He has particular expertise in the design, delivery and evaluation of employment and skills programmes; supporting organisations to understand and apply evidence of ‘what works’; devolution and service integration; support for disadvantaged groups and leading complex programmes.
Tony has extensive experience of leading work to support local and national governments on employment programme design and evaluation – including the Department for Work and Pensions, Work and Health Unit, the governments of Northern Ireland, Republic of Ireland, Wales and Scotland, and a range of local councils. In recent years, his work has included overseeing major programmes around disability and health, in-work progression, and employment and skills devolution.
Prior to his time at Learning and Work Institute (and before then CESI), Tony spent a decade working on employment, skills and welfare in central government, in a range of roles across HM Treasury, the Department for Work and Pensions and Jobcentre Plus.
